Job Description

Provide budgetary oversight for and ensure compliance of the University's capital outlay and maintenance reserve projects with generally accepted accounting principles, the Commonwealth of Virginia Construction and Professional Services Manual, and University purchasing procedures. Assist with all aspects of budget development, management, reporting and analysis for University Auxiliary Services. Assist with the processing of annual and monthly funding requests from the University Foundations.

Knowledge, skills and abilities

  • Considerable knowledge of budget development, management, and reporting in higher education or governmental entity.

  • Considerable knowledge of state budget and finance policies, procedures and systems.

  • Particularly, in relationship to the Commonwealth of Virginia Capital Outlay Program and the Commonwealth Construction and Professional Services Manual.

  • Demonstrated ability to critically evaluate and prepare multi-year revenue and expenditure forecast and resource allocation plans.

  • Demonstrated ability to apply and adapt accounting principles and methods to a variety of agency fiscal needs.

  • Demonstrated ability to assemble and analyze large data sets in order to prepare clear and concise financial reports and recommendations for various levels of management.

  • Demonstrated ability to work through and understand complex financial models for accuracy and soundness.

  • Considerable skills in using automated and integrated financial systems.

  • Considerable skill in word processing, database and spreadsheet programs.

  • Excellent oral and written communication skills and ability to effectively communicate with various members of the campus community and other state agencies.

Education or training


Level and type of experience

Considerable experience in using automated/electronic financial systems. Considerable experience in budget, accounting and finance.

Preferred knowledge, skills, abilities, education, experience, licensure, certification

Applicable experience in higher education or large government agency. Experience with Banner for Higher Education, eBuilder, VA Building Information Tracking System, Cardinal, and VA Performance Budgeting System. Bachelor's Degree with a major in Accounting, Finance or Business/Public Administration; or equivalent training and experience.

Conditions of Employment

Completion of Statement of Personal Economic Interests is required upon hire.
