JOB SUMMARY

Under the general direction of the Dean of the Academic Computing, Technology and Distance Education, or designee, the Instructional Design Specialist is responsible for providing central oversight, technical leadership, expert guidance, and support to the institution through the Title V grant and its related programs in the design, development and implementation of instructional materials and informational content for web delivery, with a focus on promoting, assessing, and maintaining web and information technology accessibility.

The Instructional Design Specialist takes a supporting role in the design, development, and implementation of district-wide instructional design projects. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements and duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class.

  • Complete instructional design projects from inception to completion
  • Design and produce learning materials in a variety of formats including print, graphics, audio, video, animation and multimedia to support teaching, learning, and project information needs
  • Collaborate with faculty and subject matter experts to create effective and engaging online courses, workshops and virtual training
  • Perform accessibility evaluations (Section 508, WGAG, UDL) of webpages and web-based instructional materials, software under consideration for purchase and deployment., and external platforms that host instructional content, such as YouTube or publisher tools in support of the project and its related programs
  • Maintain files and records related to instructional design projects
  • Establish guidelines, best practices and standards related to designing and maintaining accessible webpages and online instructional materials
  • Design, develop, and deliver workshops and training to faculty and staff in the use of instructional technologies and educational best practices as needed
  • Design, develop, and deliver workshops and training on accessibility standards to a wide variety of audiences including faculty, administrators, web designers, developers and content providers
  • Create accessibility reports and presentations as needed  

KNOWLEDGE, SKILLS, AND ABILITIES 
The incumbent should possess knowledge of:
  • Educational requirements of Distance Education in the California Community Colleges
  • Instructional technologies, best practices, and learning theory for online teaching and design
  • Instructional strategies, curriculum standards, and assessments
  • Web enhanced course content, online course and multimedia interactions, and online presentations
  • Technology and multimedia tools, methods, and instructional software.
  • Research methodologies and techniques
  • Processes and standards for planning and implementing instructional design and development
  • Instructional technology media and materials development and implementation principles
  • Emerging trends and technologies in instructional design
  • Indexing and search methodologies, streaming video and audio methods, and videoconferencing
  • Section 508 and WCAG 2.0 standards for Accessibility related to instructional content creation
  • State and federal regulations related to Copyright law

The incumbent should possess skills in:
  • Working effectively as a team member
  • Meeting schedules and timelines
  • Communicating effectively both orally and in writing
  • Maintaining documentation and records
  • Handling multiple assignments simultaneously and set priorities based on internal customer needs
  • Instructional content design and development 

The incumbent should possess the ability to:
  • Perform the necessary skills in the use of technology applications, especially with Course Management Systems
  • Integrate resources, policies and information for the determination of procedures, solutions, and other outcomes
  • Organize and work effectively with an understanding of organizational policies and activities
  • Develop partnerships with online faculty to explore teaching and learning online
  • Present topics to faculty and staff related to distance learning, technology, and instructional course design in a clear and concise method
  • Research and analyze complex information
  • Work independently with little direction
  • Design, develop, operate and maintain instructional and training web resources
  • Evaluate, recommend, hardware web tools and related software
  • Develop and/or prepare resources to deliver instructional, faculty support
  • Establish and maintain cooperative and effective working relationships with others, including those from a diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff

QUALIFICATIONS AND REQUIREMENTS

MINIMUM QUALIFICATIONS

  1. An Associate's degree (*attach transcripts); AND
  2. Three (3) years of professional experience in instructional design; OR
    1. educational technology; AND 
  3. Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff

DESIRED QUALIFICATIONS
  1. A Bachelor's degree in MIS, CIS, Computer Science, or Education
  2. One (1) year of professional experience using web based image and video creation tools
  3. One (1) year of professional experience in web design and HTML coding  
  4. One (1) year of professional experience building course elements using the Canvas LMS


PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment:  Work is performed primarily in a standard office setting with travel from site to site.  The incumbent must be able to work in a fast paced office environment with background noise and a high stress level. 

 

Physical:  Primary function requires sufficient physical ability and mobility to work in an office setting and travel from site to site; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift carry, push, and/or pull light to moderate amounts of weight up to 20 pounds; to operate office equipment requiring repetitive hand movements and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. 

 

Vision:  See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment. 

 

Hearing:  Hear in the normal audio range with or without correction. 
 

CONDITIONS OF EMPLOYMENT  

This position is partially categorically funded and exists based on the availability of funds. If funds cease to be available, the District may, at its discretion, implement a reduction in force that could result in the elimination of the position. 

Initial salary placement for this position is from Step 1 to Step 3 depending on the amount of reasonably related experience. The job is a Classified position, Level 24, working full time, 40 hours per week, 12 months. The position serves District-Wide; applicants may be assigned to any district facility. The current work schedule is Monday - Thursday 8:00 am – 5:30 pm and Friday 8:00 am – 12:00 pm. Work hours are subject to change depending on department needs.

A twelve-month probationary period must be successfully completed before the selected candidate is considered a permanent employee of the District. The District provides a contribution towards medical, dental, vision, and life insurance. Vacation and sick leave are provided. PERS participation is required for retirement eligible employees. The area provides a diverse geography that includes recreational lakes, mountains, desert and wide-open spaces. MSJC is located about 100 miles southeast of Los Angeles and 50 miles west of Palm Springs.
